The problem with this law, just as ones that were proposed here 
in the States is this.  There are a number of people who train 
their own dogs, or have dogs privately trained for them.  Who 
certifies those dogs? And who will pay for this kind of 
certification.  And what if hypothetically, everyone who uses a 
wheelchair, long white cane, hearing aid, walker, crutches, all 
had to have licenses and some form of identification to do so? 
People would be screaming bloody murder.  So why should people 
with service dogs have to show some kind of identification? I 
think this is a bid by this Canadian school to have a monopoly on 
where people get their dogs, JMO.  Hopefully it will not pass.
