This message fascinates me! I am not aware of a command-line approach to using VLC, though I have not searched yet for such a thing. I do have JAWS scripts for VLC at https://www.dlee.org/vlc/ which include documentation, which in turn includes a list of the issues I have found that make me personally dislike VLC to a degree in its current form. I am currently using it often though.
The command-line, and rather complex, ffmpeg tool should be able to do just about anything you want in the way of copying parts of a file, converting formats, etc. SoX can do such things with audio but not video.
