Hi Bob,
The best GPS app I can think of is Lazarillo GPS, it is designed for blind
people. He can also use the "Maps" the built in app on Iphones, it is fully
compatible with voice over. Hope that helps.
I was in Chicago until last September, but I don't live there anymore. I
moved to California... will be visiting Chicago in summer.
