No, I don't think this is what he means. An equalizer is a device, or
software that is used to adjust the frequency response of different parts of
the audio spectrum.  It devices the spectrum into bands, that you can
increase or decrease.  It is used for things like boosting or turning down
the bass or treble, reducing bands where noise (hiss) might be etc.
