Accessibility features on iPad are more reliable and more advanced. I myself
use an Android mobile phone, but still I recommend iPad.

A friend of mine who is a screen-reader user with average computer skills
would like to know which tablet is easier to use, Galaxy Tab 4 vs. iPad.
Accessibility and ease of use are her #1 concern. Other factors not so
important. Would you say Tab 4 is just as accessible as iPad, or not quite?
Can you please elaborate?
