Yes there are -- two reasons: (1) we figured we could win with Target since it is a place of public accommodation under Title III of ADA and (2) there is no generally-accepted solution to the problem.

To me, suing Target is low on the totem pole because there are plenty of shopping alternatives to Target. Yet, the NFB chose to fight this battle, anyway. So there is no reason that it should not consider taking up the fight over image captchas.

For me independence is being able to access every bit and byte of information that is available to me without placing a burden on someone else. This also goes for computer related and online information. And no, I'm not someone who just doesn't want to accept any kind of help from anyone nor am I am antisocial. I know that even sighted people among themselves ask for help that it is a human thing to do. But I think solving captchas on the web is something that can do independently as well as reconciling a bank statement, reading hardcopy mail, ETC. and I believe this issue about web application developers letting their tools for accessibility go is to be brought to the NFB and so they can do something about it. I don't know about you but I'd contact the access technology department team at the Braille and technology center as well as the national leaders about this problem that we're having and the patterns that we're noticing.
