Hello David.

msconfig, I believe, is shortend name for microsoft configuration.

To reach it go to the run command from the start menu, the short cut is 
window key with r. A dialog box will open requiring you type the program to 
run type "msconfig" without quotation marks. Press control tab to reach the 
appropriate tab.
