[gui-talk] Windows Task Scheduler

In some versions of Windows, AT is the command-line version of the task
scheduler. Lynx can be run from a command line and could download and save
a file, I think. If this is an https connection, you will need to look a
little further for an SSL-enabled version of Lynx. Lynx doesn't handle
JavaScript, but it is still under development and does get compiled in
various Windows environments.
