hello,

yes,  unix type operating systems including Linux and the BSD's don't have 
something like the windows registry.  Since Mac basically just stole Free BSD 
and then put a bunch of  there own GUI stuff on top it also doesn't have a 
registry.  

th regard to running OSX on a windows box it is perfectly possible to run OSX
in a virtual machine on a windows box, I remember hearing of a program that did 
this but don't remember the name.  If you did this you should be able to use
voice over in the virtual machine running OSX.
