Try resetting the option in task menu and properties in the control panel
that has to do with system tray icons. It's worked for me before.

I have a Bluetooth USB dongle that I use from time to time to allow my
PC to interface with Bluetooth devices. When I plug it in, an icon for
Bluetooth services appears in the system tray. Yesterday, I wanted to
set up my new RefreshaBraille 18 bluetooth display to work on my desktop
computer. When I inserted the dongle, nothing new appeared in the
system tray. A check of Device Manager showed that the USB Bluetooth
radio was there, and windows says that the device is functioning
properly, but I can't access it. Any help would be appreciated. The
device does work, because I used it earlier in the day on my netbook
computer.
