Again that is in the United States, the rest of the world have to deal with
older versions due to delays in sending new technology out into the world.
This has always been the case and just because you can download a piece of
software online does not make it possible for you to buy it if you are
receiving it in another country.  For instance in Switzerland the french
versions of JAWS are still JAWS 9.

This is the official JAWS outlet in South Africa according to the US JAWS
site.  The other african sites are older or the links do not work. The Swiss
site is the default international site for JAWS.

Usually new technology is not made available for at least 6 months
internationally. That is just a given, the State Department and the Commerce
Department have to sign off on sending new technology out into the world.
So just becasue you can download it off the internet in the United States
and in the UK does not mean that everyone else in the world can purchase
it.
