[CCCNFBW] C-Tran new proposals, line to Ridgefield

This proposal is a major overhaul of bus service on I-5, in a good way. It would be advisable to investigate the accessibility of the microtransit app platform, and determine if phone reservations are still possible for those not technologically inclined or priveleged.
