The goal of the Washington State Department of Services for the Blind (DSB)<https://dsb.wa.gov/> is to assist in the stable employment and increased independence of Blind, Deaf Blind and Low Vision customers. DSB provides training, counseling, and support to help Washington residents of all ages, who are blind or visually impaired, pursue employment, education, and independent living. Our goal is "Inclusion, Independence, and Economic Vitality for People with Visual Disabilities."

As a Contracts Specialist 2<https://www.governmentjobs.com/careers/washington/jobs/2785370/contracts-specialist-2>, the primary focus of the position is to support the function of the Business Enterprise Program's (BEP) food service facilities and blind facility operator with technical expertise.  A part of this instrumental work would be assisting the blind operators in being profitable by giving evaluation and recommendations.

Moreover,  the Contracts Specialist 2<https://www.governmentjobs.com/careers/washington/jobs/2785370/contracts-specialist-2> is also responsible for supporting the administrative function of the BEP.  The work entails creating, administering, and monitoring of all vending contracts, federal vending permits, operating agreements, and be a subject matter expert with explaining RCWs, WACs and policies to other agency representatives, vending companies, and blind operators.

Qualifications

REQUIRED:
Bachelor's degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics, or closely allied field;
AND
Two (2) years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analysis, or contract compliance administration.

***Additional qualifying experience may be substituted, year for year, for the education.

NOTE:
*       A Master's degree in one of the above academic disciplines may be substituted for one (l) year of experience.
*       A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for the experience and education.
