Magnetic fields and good vibrations


There's good news coming out of the University Link light rail testing.
First a little background. Our agreement with the University of Washington
to run light rail requires that the train's vibrations and magnetic fields
do not affect the UW's sensitive research. 

Together with the UW, we ran more than 80 different train tests in the past
few months and are pleased that the magnetic fields will be under the levels
outlined in the agreement. Similarly, the data looks very good from the
approximately 100 tests we took for vibration levels. One of the ways we're
reducing vibrations is through "floating slabs," where tracks run over slabs
of concrete sitting on rubber support pads. A 400-foot floating slab
prototype for University Link is being used to test how a longer stretch
will function when trains for the Northgate Link Extension pass under the
University of Washington's Physics Department.

Preparations, meanwhile, are moving along well for the scheduled opening of
the 3.15-mile U Link extension between downtown Seattle and the UW in the
first quarter of 2016.

Low-income bus fare


Sound Transit is considering a new low-income adult fare on ST Express
buses. The new fare would benefit low-income riders and provide a consistent
fare structure between our services and King County Metro buses.

You may recall that in March Sound Transit and Metro launched the ORCA LIFT
program that includes a discounted fare of $1.50 for adult Link light rail
riders, paid for by increasing fares by 25 cents for other riders. So far,
that reduced fare program is working very well. If the ORCA LIFT program is
approved by the Sound Transit Board for ST Express bus service as well,
other ST Express fares would increase by 25 cents to offset the revenue
loss.

We're also considering a fare increase on Sounder trains (by 50 cents for
adult and youth riders and 25 cents for seniors and people with
disabilities), which could be accompanied by a low-income discount fare
level to lessen the impacts of the increase on low-income riders.

Regional TOD initiative


Earlier this week Dow Constantine, King County Executive and Sound Transit
Board Chair, announced a regional Transit Station Housing and Development
Initiative that could add at least 700 units of affordable workforce housing
to the region over the next five years.

That's very important to the region and to Sound Transit where in the next
few years, our Link light rail line is opening more than 30 miles and around
19 new stations to the regional system.

As Board Chair Constantine said this week, light rail has the power to
transform communities and can create vibrant, walkable, economically diverse
neighborhoods around new and existing stations.

Transit-oriented development, or TOD, integrates housing, retail or other
commercial development into walkable neighborhoods near transit stations.
Board Chair Constantine has led Board action directing that as the Sound
Transit system is built-out, surplus land be freed up for those TOD
opportunities. The agency will kick-off a four-month effort to engage
stakeholders and develop recommendations for the Board.

Further TOD opportunities will come through the ST3 measure that could come
to voters in November, 2016.

*	Approved a contract amendment with RK2 Advisory, LLC to provide
accounting and internal control advisory services for the agency in the
amount of $301,000, for a new total authorized contract amount not to exceed
$500,000.
