Great points Debby. I have a friend who spasums. He also has labored speech.
Think about that trying to take a test when your hands wont make the right
moves when under any pressure. But last I knew this fine man was one test
away from receiving his CPA Certification. Do you think he needs extra time?
Da, yes. The firm he works for graciously lets him work in a comfortable
environment, his apartment. So he can affeciently work and earn a pay check
from them  . 

Even people with perfect sight do not test the same. So there is no such
thing as uniformity. Certainly among the blind there is no testing
uniformity. If I don't take at least three slow deep breaths before taking a
test, well just put a zero on the page as my mind is whirling a million
miles an hour not consentrating on what I am hearing. So I read the
directions take that deep relaxing breath and then I am fine until my next
tough question. When I am tight I can't think.

Well, before the days of taking tests online, and even having materials in
braille and speech, when we used readers to take tests, it was shone that it
took more time for a reader to read them out loud and get our answer down on
the test.  So we were allowed more time to complete tests.  If we have had
legitimate requests for more time to do things, then certainly those who are
deaf and deaf blind should.  I don't know all the intricacies of how folks
with different disabilities perform tasks, so it's difficult to respond to
part of this.  And I'd love to sit around and talk with people about what
equality means.  I don't think it 
means uniformity.    Debby
