Established in 1949 by the Washington State Legislature, the Washington State Human Rights Commission (WSHRC) is responsible for administering and enforcing the Washington Law Against Discrimination - Chapter 49.60 of the Revised Code of Washington (RCW). Our mission is to eliminate and prevent discrimination in Washington State through the fair application of the law, efficient use of resources, and establishment of productive partnerships in the community.

Duties:


This position is responsible for providing technical assistance and consultation during the complaint intake and investigation resolution process and conducting impartial investigations of discrimination complaints, including research and analysis of RCW 49.60 and related anti-discrimination laws. Duties for this position include, but are not limited to:

 *   Performing independently as an impartial fact-finding agent while investigating single or multiple issue discrimination cases of varying difficulty and complexity that allege a violation of RCW 49.60, the Federal Rights Act of 1964 Titles VII (Employment) and VIII (Fair Housing), the Age Discrimination Employment Act (ADEA, and the Americans with Disabilities Act (ADA);
 *   Gathering and preserving documentary evidence and issuing subpoenas;
 *   Conducting interviews with complainant and their witnesses;
 *   Reviewing and analyzing legal briefs and other defenses and documentation submitted by legal counsel and parties to the complainant;
 *   Reviewing, analyzing, and evaluating relevant court cases, precedent cases, and legal opinions, applying fact patterns based on case law, contract provisions, and prior Commission determinations;
 *   Researching case law and keeping current on new case law rulings;
 *   Creating and submitting detailed, well -reasoned, formal determinations;
 *   Communicating with the public in person, by telephone, and by written correspondence regarding alleged violations of state and federal discrimination laws to determine Commission jurisdiction and criteria for filing a complaint;
 *   Analyzing and drafting formal complaint affidavits for individuals;
 *   Providing technical assistance and consultation to legal counsel, employers, managers, human resource professionals, landlords, real estate brokers, owners, public officials, union officials, and others to explain and interpret the state and federal laws against discrimination;
 *   Mediating between principals in discrimination disputes and conferring with both the respondent and complainant in either joint or separate fact finding conferences to determine actual areas of dispute;
 *   Initiating proposals to attempt to resolve disputes, negotiates settlement agreements between the principals, and preparing, executes, and signing legally binding documents;
 *   Attending staff and agency-wide meetings, training, and participating in work groups;
 *   Occasionally developing and conducting training and outreach and participating in staff information booths to provide information about RCW 49.60.
Work is performed in a standard office using standard office equipment, including frequent use of a computer and phone. Some travel will be required.

Qualifications:


The most successful applicants should also possess some or all of the following:
A Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences or a related field AND one year of professional experience with major work assignments emphasizing civil rights law enforcement, EEO, investigation, AA program implementation, personnel administration, labor relations, alternative dispute resolution or related work. A Master's degree in a related field or law degree will substitute for the one year of experience. Qualifying experience will substitute for education year for year.

Demonstrates a basic working knowledge of Microsoft Office Suite, (e.g., Outlook, Word and PowerPoint) and case processing/tracking databases.

Possess the ability to:

 *   Accurately enter data and information to generate investigative documents and reports;
 *   Analyze and investigate discrimination complaints of varying difficulty and complexity involving single or multiple issues;
 *   Maintain impartiality during the course of the investigation;
 *   Research and evaluates fact patterns based on pertinent case law, contract provisions and prior determinations;
 *   Maintain current knowledge of state and federal discrimination laws and effectively apply this knowledge during the investigative process;
 *   Effectively use a variety of alternative dispute resolution techniques to negotiate settlements;
 *   Effectively and accurately interpret and explain RCW 49.60 and related laws in a manner easily understood by clients;
 *   Present complex information in messages lay persons can readily understand and grasp;
 *   Actively listen to others during a conversation and accurately summarize what others have said;
 *   Recognize problems and adjust tone, pace, etc. as necessary to assure understanding and successful outcomes;
 *   Remain tactful and courteous while investigating complaints of discrimination;
 *   Conduct interviews for the purpose of gathering factual information, often of a sensitive nature or not voluntarily given;
 *   Formulate and write detailed, well-reasoned, formal determinations;
 *   Develop and conduct training presentations on RCW 49.60 and related laws;
 *   Earn the trust, respect and confidence of coworkers and customers through consistent honesty, forthrightness and professionalism in all interactions;
 *   Maintain confidentiality, keep promises and commitments made to others and adhere to the core values and workplace expectations of the Human Rights Commission;
 *   Accept responsibility for the quality and timeliness of work and can be relied upon to achieve results with minimal supervision;
 *   Demonstrate regular and punctual attendance and be flexible to accommodate the requirements of the job.
