Read the description.

Question:  What are your thoughts about the position.  Can a blind person do the job they are wanting.  Note driving is part of it although I believe it is a small part.  People do job sharing all the time.

Job Description


GENERAL INFORMATION ABOUT C-TRAN’S
PASSENGER SERVICE REPRESENTATIVE POSITION

C-TRAN INFORMATION

Since 1981, C-TRAN has provided the citizens of Clark County with safe, reliable and convenient public transportation throughout the Clark County service area. Service is provided on 20 local routes in Clark County; 7 express commuter routes to Downtown Portland, Lloyd District, and Marquam Hill; limited bus service with connections to the nearest light rail station; 3 Connector service areas within the city limits of Camas, LaCenter, Ridgefield; 3 transit centers; and 8 park & rides.

C-TRAN is seeking an outgoing individual with excellent public relations and communications skills to provide transit service information in person and over the telephone, take customer complaints and commendations, sell monthly passes and tickets, conduct passenger count surveys, and perform a wide variety of other duties. 

PAY

Starting hourly rate is $16.63 per hour. The current top hourly rate is $21.22 per hour. Employees are paid on the 6th of each month for the prior month worked.

BENEFITS

Medical and vision benefits are effective the first day of the month following the employees’ hire date and are available through Kaiser Permanente and the Providence Health Plan. C-TRAN currently pays 100 percent of the premium for employee and dependents. 

Dental benefits are effective the first day of the month following the employees hire date and are available through Kaiser Permanente and Guardian Dental. C-TRAN currently pays 90-100 percent of the premium for employee and dependents depending on the dental plan selected. 

Washington Public Employees Retirement System, Plan II – 4.6 percent of gross paycheck is automatically deferred into the retirement fund. C-TRAN contributes 7.25 percent. Plan III - Employee contribution is a minimum of 5 percent of gross salary. C-TRAN’s contribution is 7.25 percent. Current rates for Employee and Employer rates are set by Washington State Statute and Periodic Actuarial Study.

Employees may elect to defer additional compensation into a 457 plan administered through TIAA-CREF. Contribution is 100 percent employee only.

Vacation Leave – accrue vacation leave hours at the rate of 11.33 hours per month as long as in paid status 128 hours during the month. Vacation earned may be taken after six months of service and can be pre-scheduled according to a seniority bid in the following vacation year. 

Sick Leave – accrue sick leave hours at the rate of ten (10) hours per month as long as in paid status 128 hours during the month. Sick leave earned may be used for illness, injury, or maternity leave.

Holidays – 8 paid holidays plus two floating. Holiday work assignments are determined by a seniority bid.

Employee, spouse, dependent children, and domestic partners will receive an annual Express pass to ride C-TRAN, Tri-Met, MAX, and Portland Streetcar at no charge.

C-TRAN will partially reimburse employees twice a year for continuous membership at the fitness center of their choice.

Confidential counseling, legal, and financial services are available to all C-TRAN employees and their dependents through an employee assistance program. C-TRAN pays 100 percent of the premium.

HOURS

Passenger Service Representatives must be available to work during all hours of operation. Onboard passenger count surveys on routes may take place as early as 4:00 a.m. and as late as 1:00 a.m. any day of the week. The Call Center is open 365 days a year. 

UNIFORMS

Following completion of sixty (60) calendar days of service, Passenger Service Representatives receive, at no cost to the employee, required uniform garments.

Following completion of one (1) year of service from date of hire as a Passenger Service Representative, C-TRAN will provide an annual credit of $315 to be applied toward replacement or replenishment of uniform garments.

OTHER

All Passenger Service Representatives are required to join the Amalgamated Transit Union, Local 757.

All employment offers will be contingent on the successful completion of the following: reference check, criminal and child/adult abuse background check, credit check, and driving abstract check.

All Passenger Service Representatives will have a six-month probationary period.


JOB DESCRIPTION

SUMMARY

Performs a variety of passenger service functions and work activities involving direct public contact either on the telephone or in person. Provides information on the full range of countywide transit services; processes customer ride reservations; receives customer complaints and commendations; sells monthly transit passes and tickets; makes change for customers; balances cash drawer and receipts; makes bank deposits; assists with revenue processing; conducts presentations and assists at community events and directs tours for schools and the public through C-TRAN facilities. Conducts passenger count surveys on routes and may perform a variety of clerical duties of a routine and recurring nature including typing, filing, simple posting, and preparing standard forms.

SCOPE OF RESPONSIBILITY

Persons assigned to this position normally will perform a variety of routine and repetitive duties independently and according to well-known procedures and practices, but will perform more complex assignments under close and frequent supervision. Work is performed under the direction of the Passenger Service Supervisor. Contacts frequently contain confidential/sensitive information necessitating discretion at all times.

ESSENTIAL FUNCTIONS

The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:

Provide customers with information concerning C-TRAN’s full range of public transportation options, including, but not limited to: transit route and schedule information, ADA Complementary Service, trip planning, and fare instruments.

Screen applications for eligibility recommendations.

Arrange ride reservations, cancellations, and changes to the provision of ADA Complementary Service.

Make change, sell passes and tickets, receipt in checks, cash, or any monies received.

Balance cash drawer daily, prepare and make bank deposit, and prepare summary report as outlined in established procedures.

Receive and document customer comments, complaints, and commendations while exercising a high degree of confidentiality.

Perform public relations tasks such as flyer distribution and/or transit use talks and tours to various community groups and schools.

Fill schedule racks at outlets. Stock and keep track of the schedule inventory.

Conduct on-route passenger count surveys as required.

Record daily customer service information such as phone calls handled and passes sold. Prepare and maintain subscription ride rosters, and other information required by supervisor.

Organize and maintain files and records for readily retrievable information.

Prepare a variety of letters, memos, forms, and reports from handwritten drafts or verbal instructions as directed.

Drive agency vehicle to distribute monthly bus passes, collect revenue from sales, pick up unsold passes for the month, and perform miscellaneous messenger duties.

Keep up-to-date on transit system information including: schedule changes, route paddles, rider alerts, detours, and Supervisor directives.

OTHER FUNCTIONS

Perform other related duties as assigned, including, but not limited to, processing reservations for the Rose Besserman Room, lost and found, and bike lockers.

KNOWLEDGE, SKILLS, AND ABILITIES

Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in the above job description.

Requires basic knowledge of English composition, ability to use computer keyboard, proficient use of ten-key calculator, ability to work with numbers accurately, and ability to understand verbal and written instructions. Duties typically require four years of high school with general business curriculum or equivalent work experience.

Requires basic knowledge of modern clerical practices, select computer software programs, sales, and cash control.

Requires the ability to communicate clearly and concisely in writing, in person, and on the telephone.

Requires the ability to read, understand, and explain system maps, schedules, ADA Complementary Service, and timetables.

Must have the ability to work harmoniously with coworkers and maintain confidentiality.

Excellent public relations skills are required. Must be pleasant and courteous to the public at all times and able to instill a positive attitude toward C-TRAN.

Requires sufficient mathematical ability to make change, sell passes, balance cash drawer, maintain an accurate cash control, and make bank deposits.

Ability to work a variety of shifts including evenings and weekends.

PHYSICAL REQUIREMENTS

Requires the ability to occasionally lift up to 55 pounds.

ADDITIONAL REQUIREMENTS

Regular, dependable attendance is required.

Certain assignments may require a valid driver’s license from the state of residence and maintaining a good driving record.

Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.

Must pass an employment physical examination to be certified for the position and maintain a physical condition which, either with or without accommodation, allows completion of all essential duties.

If selected for the position, documentation that you are a United States citizen or an alien lawfully authorized to work in the United States will be required to establish your identity and work authorization in accordance with the employer’s obligation under the Immigration Reform and Control Act of 1986.

This position is covered under the provisions of an agreement with the Amalgamated Transit Union, Local 757.

If selected for this position, employment will be conditional pending completion of a criminal and credit background investigation.
