Lawsuit dismissed


We just learned this week that a Kittitas County judge has dismissed a
lawsuit that sought to stop the East Link light rail project. The court's
summary judgment confirms the legality of the work now underway to extend
light rail across the I-90 center lanes to serve Mercer Island, Bellevue and
Redmond.

The court affirmed that the East Link light rail project, approved by voters
in 2008, is consistent with plans and agreements that have been in place
since before the bridge was built.

As the region's population continues growing, East Link will provide
tremendous new transportation capacity in the I-90 corridor. Final design on
East Link will begin this year with construction scheduled to begin in 2015.
Trains are expected to begin carrying passengers in 2023.


Kudos for quick action


Here's a good-news story I thought you'd want to hear about. Earlier this
week, while he was picking up supplies offsite, a U-Link construction
laborer with Local 440 witnessed a woman's attempted abduction. According to
the report, assailants were trying to drag a woman into a vehicle. The
worker immediately called 911 and alerted nearby police, who quickly rescued
the woman.
Thanks go out to the worker for his vigilance and quick thinking.


Improvements coming to Rainier Avenue South


The City of Renton is holding a groundbreaking event for the Rainier Avenue
South Improvement project at 10 a.m. Tuesday, March 20, at Rainier Avenue
South and South 3rd Place. Sound Transit is a major funding partner,
covering nearly half of the project's budget with a capped contribution of
about $15 million.
This project will improve the major north-south thoroughfare in downtown
Renton, a few blocks west of the Renton Transit Center. It will improve
mobility for Sound Transit and King County Metro buses, and enhance
pedestrian and traffic safety.


Daylight-saving time reminder


While most of us only need to remember to change our clocks, staff here at
Sound Transit have been busy calculating how daylight-saving time impacts
transit schedules. We've found that the time change will cause minor
schedule impacts between 1 and 4 a.m. on Sunday, March 11, to ST Express
Route 574, which runs between Lakewood Transit Center and Sea-Tac Airport.
There will be no other changes to Route 574 or any Sound Transit Express
buses.

Tukwila open house


This Tuesday, March 13, Sound Transit and the City of Tukwila will hold an
open house at the Tukwila Sounder Station, 7301 Longacres Way. The meeting
is from 3:30 to 6:30 p.m. and those attending will see plans for the
permanent Tukwila Sounder Station as well as comment on the agency's design
review and Unclassified Use Permit applications to the City of Tukwila.
We're applying for formal approval from the city to build a permanent
station to replace the existing temporary station.


Lynnwood drop- in


Join us if you can for one of 10 upcoming community drop-in sessions on
potential light rail stations and alignment locations between Northgate and
Lynnwood along the I-5 corridor.
The informal lunchtime and evening gatherings, which start next Tuesday,
give residents a chance to talk with staff and help inform the process of
developing an Environmental Impact Statement. In December, the Sound Transit
Board narrowed the options to a light rail alignment along the I-5 corridor.
We're now examining route and station alternatives as we prepare a Draft
EIS, which is required before the project can evolve from planning to
engineering and then construction. Trains are expected to start carrying
passengers in late 2023.

*	Approved a contract with CH2M HILL Inc., to provide alternatives
analysis services for the Tacoma Link Expansion project in the amount of
$998,663 with a 10 percent contingency of $99,866 for a total authorized
contract amount not to exceed $1,098,529. 


*	Approved a contract with Progress Rail Services Corporation to
provide ultra-straight rail for the University Link project in the amount of
$259,515, with a 10 percent contingency of $25,952 for a total authorized
contract amount not to exceed $285,467. 


*	Approved a contract with Motorola Inc., to provide and install radio
console equipment for the University Link project in the amount of
$1,117,896, with a 10 percent contingency of $111,790, for a total
authorized contract amount not to exceed $1,229,686. 


*	Approved a contract with H-J-H Design Partners (Joint Venture of
HNTB Corp., Jacobs Engineering Group Inc., and Hatch Mott MacDonald) to
provide Phase 1 final design services for the East Link - South Bellevue to
Overlake Transit Center Station project for a total authorized contract
