Yes, training, of course.

But I would have said it's not the blindness that substantially limits
major life activities including caring for oneself, performing manual
tasks, learning, reading, or working.

I would rather have said it's the lack of training, or expectations, or
opportunity, that limits.

I imagine a sighted person would be substantially limited too if he
weren't taught, or weren't expected to learn, how to read and write, how
to care for himself, etc.
