Job Description	

SUMMARY

A responsible position within the Finance Division involving the
coordination and processing of all activities related to a timely and
accurate payroll and associated reports. Responsible for ridership
counts, account receivable collections, assisting with the month end
closing process including some journal entries, and assisting with
accounts payable.

SCOPE OF RESPONSIBILITY

The incumbent will perform recurring processes with occasional
variations from the norm involving a high degree of complexity and will
be responsible to operate within established procedures. Contacts
contain some discussion about confidential/sensitive matters
necessitating discretion at all times.

Work is performed under moderate supervision from the Accounting Manager
and considerable judgment is expected to be exercised in the execution
of duties. Errors could result in inaccurate payroll for C-TRAN
employees.

ESSENTIAL FUNCTIONS

The following summarizes the essential or key
responsibilities/attributes of the position the incumbent will be
required to perform with or without reasonable accommodation:

Receive, download, integrate, and check payroll hours from time and
attendance systems to ensure time is processed accurately and timely for
each payroll cycle.

Process payroll through posting to include performing quality and
reasonableness checks, data entry, corrections to payroll data as
needed, and processing and distributing pay vouchers. 

Analyze and review payroll reports and information within process
guidelines including, but not limited to, gross to net pay calculations,
bonuses, vacations, terminations, and other exceptions. 

Reconcile payroll general ledger accounts on a monthly basis. Prepare
payroll related journal entries.

Perform subsequent adjustments to completed payrolls and process
retroactive and special payrolls. 

Prepare monthly and quarterly payroll reports such as workers'
compensation, unemployment insurance, 941, retirement system, credit
union, union, and deferred compensation.

Coordinate the preparation, reconciliation, and filing of W-2
statements. 

Assist employees with questions regarding payroll issues, research
historical payroll questions, monitor and set up garnishments, and set
up pay codes as needed.

Review daily Ridership reports prepared by the Administrative Clerk and
correct or adjust as necessary; prepare monthly and quarterly Ridership
reports. 

Oversee collection of past due accounts receivable accounts; calculate
and prepare invoicing for union activity, advertising revenue, claims,
and Vanpool Program.

OTHER FUNCTIONS

Assist in revenue processing to include currency counts and preparing
receivables cash receipts batches. 

Prepare recurring monthly journal entries and other journal entries as
needed.

Process assigned accounts payable.

Assist with preparation for annual audit by state auditors. 

Perform other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Requires a Bachelor's degree with related course work and emphasis in
business administration, finance, or accounting. Requires at least five
years' progressively responsible experience or experience sufficient to
demonstrate complete competency and knowledge of the principles and
practices of payroll and accounting. Certified Payroll Professional
(APA) preferred. Experience in unionized environment preferred.

Intermediate computer skills including Microsoft Excel and Word are
required. Microsoft Dynamics GP (formerly Great Plains) experience
preferred.

Knowledge of state and federal payroll regulations and strong
understanding of compensation, benefits, and tax issues as they relate
to payroll required.

Knowledge of general accepted accounting standards and the significance
of account codes and classifications, accounts payable, and accounts
receivable functions required. 

Experience in governmental accounting using Budgetary, Accounting, and
Reporting Systems (BARS) and governmental accounting theory, principles,
and practices preferred. 

Demonstrated strengths in organizational skills and attention to detail
required.

Proven ability to work effectively with all levels of staff, customers,
and vendors with varying levels of expertise with tact and diplomacy to
achieve desired results. Able to maintain confidentiality. Excellent
verbal and written communication skills required in order to explain
complex information in a clear, concise manner. 

ADDITIONAL REQUIREMENTS

Regular, dependable attendance required.

Must be able to comply with C-TRAN's nonsmoking policy and work in a
nonsmoking work environment.

Must pass an employment physical examination to be certified for the
position and maintain a physical condition which, either with or without
accommodation, allows completion of all essential duties.

If selected for the position, documentation that you are a United States
citizen or an alien lawfully authorized to work in the United States
will be required to establish your identity and work authorization in
accordance with the employer's obligation under the Immigration and
Control Act of 1986.

If selected for this position, employment will be conditional pending
completion of a criminal background investigation.
