East Link public hearing


We had a very good open house and public hearing in Bellevue Tuesday night
on the Supplemental Draft Environmental Impact Statement (SDEIS) for the
East Link light rail project.

About 150 members of the public attended the meeting at Bellevue City Hall
to comment on or learn more about the SDEIS. Approximately 30 people
testified.

As you may know, the SDEIS addresses new information, alternatives and
design modifications that were developed in response to comments received on
East Link's 2008 Draft EIS, along with discussions with partner agencies and
community members, and direction received from the Sound Transit Board.

through Jan. 10, 2011.

The Sound Transit Board will select the East Link project to be built after
the Final EIS is completed in spring 2011. When passenger service begins,
reliable East Link trains will connect to the region with stations in
Seattle, Mercer Island, Bellevue, Bel-Red and Overlake. 


Executive Committee recommends budget 


The Sound Transit Executive Committee on Thursday recommended that the full
Board approve a plan that specifies how the available funding for Sound
Transit projects should be allocated and managed.

As you know, because of the projected $3.9 billion revenue loss resulting
from the prolonged national economic recession, there is not enough revenue
to complete all elements of the ST2 program by 2023 as originally planned.

Sound Transit staff and Board have been working since last summer on a
"program realignment" plan that uses the remaining revenue to best achieve
the goals of the Sound Move and ST2 plans while keeping the existing Sound
Transit system in a state of good repair.

The realignment recommends proceeding ahead with most projects. The
realignment plan also recommends limited funding or suspended activities on
a few projects, but does not propose deleting any.

The Executive Committee on Thursday also recommended that the full Board
approve the agency's Proposed 2011 budget. The Board will take up the
program realignment recommendation, along with the Proposed 2011 budget, at
its meeting on Dec. 16.


Real Property Team Recognized 


A quick note of congratulations to our Real Property Team for being
recognized by the International Right of Way Association (IRWA) in their
salute of the Top 10 Projects of the Year for 2010. The recognition is an
acknowledgement of our Real Property Team's teamwork, dedication, commitment
and ability to deliver.

You can tell how well the team worked when you realize that the light rail
segment running from downtown Seattle to Sea-Tac Airport involved the
acquisition of 778 parcels and 222 business and residential relocations at a
total right-of-way cost of $218 million.

The International Right of Way Association has nearly 10,000 professional
members comprised of Engineers, Appraisers, Property Managers, Acquisition
Agents, Lawyers, Surveyors, Title Experts, Environmentalists and Relocation
Assistance Agents.
