F3 is the view finder mode, so you have to be able to see an image on the screen to use this.  The talking alternative is up arrow which gives you a verbal field of view report.

Can the option using f3, don't remember what is called, be used by the blind 
people?
I think pressing f3 gives the view on the screen.
