[Oagdu] changes to Ohio service dog law

Good evening.  We have finally completed work on changed to the Ohio
legislation around service animals.  I have attached the most recent
copy and some clarifications to the ADA.  Another clarification has
come out recently that says services animals are to be on the floor
rather than in a cart.
