The Department of Social and Health Services (DSHS), The Division of Vocational Rehab (DVR) is currently recruiting for an effective leader to fill an exempt position in Seattle, Washington.
The position provides leadership and management. The Area Manager reports to the Chief of Field Services, serves as a core member of the Field Services Unit, and as a member of the Senior Leadership Team and Statewide Management Team (SWMT). This position provides leadership and manages the DVR field services delivery with an $8 million budget to assure that customers achieve successful employment outcomes. Area 2 consists of a multi-county area King, (except for the Kent and SeaTac offices) Snohomish, Skagit and Whatcom Counties. This position provides oversight to 4 counties, 12 field offices, and 100 employees.



DUTIES:

The primary role for the successful candidate of this position will be to assure that Area 2 service delivery activities and community partnerships align with the DVR State Plan, DVR Strategic Plan, and statewide priorities of the Director. Directly supervises an Area team of 9 Vocational Rehabilitation Supervisors, one Administrative Assistant, one Assistive Technology and Assessment Practitioner (ATAP) and one Benefit Planner; allots case services funds and assures that expenditures do not exceed allotments; negotiates performance expectations; coordinates Area operations with other DVR operations, Tribal programs, and workforce system partners.

The successful candidate serves as an appointing authority, assuring Field Services are in compliance with federal, state, departmental laws, regulations, policies and procedures, and provides guidance and direction for their roles and responsibilities. Additionally, the successful candidate establishes and monitors area field service performance accountability, including fiscal goals, program goals, outcomes, and expectations.

This leadership position provides direction and guidance to field staff to assure quality service delivery and successful achievement of performance expectations. This position routinely interprets policy, makes recommendations for changes in policy so that DVR can provide more effective services to address the needs of customers, and provides clarity, guidance and direction to Supervisors and staff for implementation. This position frequently receives, addresses, and resolves complex complaints from customers; including complaints brought forth from DSHS Constituent Relations, the Governor’s Office, Legislators and Congressional offices.

The successful candidate assures that key organizational relationships are maintained between DVR and service delivery partners within the Area, including other DSHS programs, County Developmental Disabilities Programs, Regional Support Networks, School Districts, Workforce Development Councils, Employment Security Department, and Public Institutions of Higher Education.



QUALIFICATIONS:

Required education, experience and competencies:
The required qualifications for this position include a Master’s degree in Rehabilitation Counseling, Public Administration, or a closely related field and five years of managerial experience in a rehabilitation setting.
Preferred/desired education, experience and competencies:
The desired qualifications for this position include a current certification by the Commission on Rehabilitation Counseling.
