American's with Disabilities Act (ADA) Project Manager (Acting)

The Department of Corrections (DOC) - Health Services Division is seeking a highly motivated and qualified individual for an acting ADA Project Manager. This position is located at the Headquarters office in Tumwater, Washington.

Agency Profile

The Department of Corrections is responsible for administering adult corrections programs operated by the State of Washington. This includes state correctional institutions and programs for offenders supervised in the community.

The Department consists of the Office of the Secretary, Prisons Division, Offender Change Division, Executive Policy, Community Corrections Division, Administrative Services Division, and Health Services Division. The Department employs over 7,600 staff and has a biennial budget of approximately $1.6 billion.

 Duties:

The ADA Project Manager will lead the Department's efforts to conduct an ADA Self Evaluation/Audit of all DOC facilities and offender programs. Title II of the ADA requires DOC, as a public entity, to conduct a self-evaluation of DOC policies, procedures, facilities and programs. The focus of the evaluation is to ensure programs, services and facilities are accessible to offenders and visitors with disabilities. The ADA not only requires public entities to evaluate their current policies and practices, it also mandates us to identify and correct any that are not consistent with the requirements of the Act.

This position with Team Members and Disability Advocates, will develop the self-evaluation tool, conduct the facility audits and make recommendations for the Transition Plan. The University of Washington's Northwest ADA Center will assist DOC in developing an ADA assessment tool and will model the use of the tool in one or more facilities. Also, the ADA Project Manager will review policies and make necessary changes.

All CCD and Prison buildings and facilities under the jurisdiction of the DOC will be surveyed, and those elements representing architectural barriers to persons with disabilities identified. The information in the Barrier Identification Surveys (BIS) and the Self-Evaluation Audits will be used to produce a comprehensive Transition Plan and to determine those programmatic or architectural changes necessary to provide access to persons with disabilities.

The ADA Self Evaluation will enable DOC to identify obstacles in accessing DOC services, programs and activities while the ADA Transition Plan will begin the process of correcting them. The Project Manager will take the lead in conducting the self-evaluation and the transition plan. Some of the objectives to be attained are as follows:

*         Identify policies and practices that do not comply with ADA requirements
*         Make recommendations to modify the policies and practices needing to be brought into compliance.
*         Identify physical obstacles that limit accessibility to DOC programs, services or activities to people with disabilities
*         Describe the methods to be used to make the facilities accessible
*         Provide a schedule for making the access modifications with a yearly schedule for making modifications
*         Indicate the DOC staff member, at each facility, responsible for implementation of the Transition Plan.
*         Identify physical obstacles that limit accessibility to DOC programs, services or activities to people with disabilities.

Evaluate training needs and effectively develop training curriculums.
Plan and implement programs.
Plan work projects and work independently to complete projects within timeframes and budget constraints set.
Work collaboratively and communicate effectively.
Identify and develop goals and objectives, set priorities, establish benchmarks and manage data.
Excellent writing skills in: Word, Power Point, SharePoint, and Excel.
Proficient in project analyses, presentations, correspondence and proposals.
