Greetings from Angela Theriault, Executive Director
Spring is finally coming. Enjoy looking at all the many blossoms!

I want to share some updates about the funding of ODHH (Office of Deaf and Hard of Hearing). You may or may not know that ODHH is experiencing serious financial issues because of decreased revenue. ODHH obtains its funds from the TRS excise tax which is collected when people pay their landline telephone bills every month. More people are now using cell phones, which does not include this tax. (Warning: the ODHH website is not deaf-blind friendly).

DBSC will continue to receive Communication Facilitator (CF), Support Service Provider (SSP), and Case Management funding from ODHH for FYI 14-15.

Two things to let you know...
*         First, regarding the Communication Facilitator program. We will be impacted by ODHH's funding problems; however, ODHH values the CF program because it enables deaf-blind people to have the same equal access to communication as deaf people. We have $40,000 for this year, but we will only receive $60,000 over the next two years ($30,000 for 2014 and $30,000 for 2015).

*         The second is regarding the SSP Program & Case Management. DBSC will not be impacted by ODHH's funding issues. We will again receive $480,000 ($240,000 for 2014 and 240,000 for 2015).

Thank you to ODHH and its continued funding for DBSC services.

Updates about DBSC's Board of Directors
*         DBSC wants to say "thank you" to Janie McDermott who was a member of our board of directors for the past two years. We recognize and value her commitment and all the time she volunteered. Thank you again!

*         And to our newest board member, Jorge Aristizabal - Welcome Aboard!

Success thru Services
Let us say congrats to Jorge and Doris Aristizabal who were sworn in as US Citizens on Thursday, March 21, 2013!

Jorge (Deaf-Blind) and Doris (Deaf) came from Columbia and work for the Lighthouse for the Blind. They each had a green card for five years and wanted to gain U.S. citizenship. They preferred to use American Sign Language (ASL) for clear communication with the immigration officials and desired to have assistance translating the required documents into ASL.

They both underwent a personal interview and a written test at the immigration office. Angela Theriault, DBSC's Executive Director, worked with them on filling out their N400 paperwork, preparing for the exam, and arranging for an interpreter to go with them for their appointment.  They passed the test with flying colors and learned their results right away.

Again, congratulations to Jorge and Doris!

*         DBSC/WSDBC picnic will be on Saturday, August 10th, at Woodland Park from 10 am to 2 pm. The picnic will be located at Shelter #6. More information will be posted later on DBSC's website.

*         The Annual Walk-A-Thon is scheduled for Saturday, September 14th, at Alki Beach. More information will be posted later on DBSC's website.

Internet Closed Captioning rule go into effect March 30. 2013 for live and near-live programming

Washington, D.C. -- Rules requiring closed captions on live and near-live programming delivered via Internet protocol (IP) go into effect on March 30, 2013.

Captions make video programming accessible to viewers who are deaf or hard of hearing by visually displaying the audio portion of the video programming. IP closed captioning is a requirement of the Twenty-First Century Communications and Video Accessibility Act of 2010 (CVAA).

The rules that become effective on March 30 apply to IP-delivered video programming that meets the following criteria: The live or near-live programming is shown on television with closed captions on or after March 30, 2013; and the programming is not in the IP programming distributor's or provider's inventory before it is shown on television with captions.

Closed captioning requirements for pre-recorded programming that is not edited for Internet distribution went into effect on September 30, 2012. Closed captioning requirements for other kinds of video programming, including pre-recorded programming that is edited for Internet distribution and programming that is already in the IP distributor's or provider's inventory before it is shown on television with captions (archival content) will be implemented at later dates.
