JOB SUMMARY:
The U.S. Department of Education (ED) is looking for the best and brightest to ensure equal access to education and to promote educational excellence throughout the nation. You will have responsibility for participating on a civil rights compliance & enforcement team that supports the mission of the U.S. Department of Education and the Office for Civil Rights (OCR) Strategic Plan.  OCR ensures compliance with Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act of 1990, Boy Scouts of America Equal Access Act (Section 9525 of the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001) and the Age Discrimination Act of 1975, and their implementing regulations in school districts, colleges and universities through
compliant investigations and compliance reviews.

KEY REQUIREMENTS:
This position requires overnight travel, 1 to 5 nights per month.

MAJOR DUTIES:
Incumbent performs a variety of civil rights compliance activities including conducting complaint investigations and is responsible for each phase of the case through resolution. The incumbent reviews the allegations, identifies the pertinent data, interviews witnesses, develops the legal theories and investigative plan. Plans and conducts complete on-site investigations. Compiles interviews reports, conducts statistical analyses, organizes, evaluates and presents all relevant case information, drafts Investigative Reports and Complaint Resolution Letters. Conducts compliance reviews of the policies and practices of selected recipient institutions with respect to the requirements of appropriate statutes. Monitors the plan where Office for Civil Rights (OCR) has accepted the compliance plan from a recipient institution to correct conditions of noncompliance. Provides technical assistance in the form of information and related services to Education Department (ED) recipients and other parties, regarding their civil rights responsibilities and rights.

Bilingual fluency with the ability also to read, speak and write Spanish is desired.

QUALIFICATIONS REQUIRED:
(GS-12)
One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  This experience must be equivalent to the GS-11 level in the Federal government.  Examples of such experience may include: planning and conducting all aspects of an on-site investigation; conducting compliance reviews of the policies and practices of organizations; conducting negotiations to achieve a resolution; monitoring resolution plans; providing testimony in an administrative hearing or court action; and providing information and assistance to customers to resolve problems.
