I think that they probably do but they are sure wrong for doing it. I sure
think that blind people should only use paratransit as a last resort.

I definitely agree that reduced fair passes should be granted to those who
have reduced incomes, and especially in situations where someone is
definitely underprivileged. I paid reduced fair on my bus pass for a long
time before I got the WWU student pass. It's nice to have the student pass
because I feel better about myself. It's part of my tuition, and it reminds
me that I'm doing something about achieving something much more comfortable
than SSI. In the meantime, the reduced fairs are definitely helpful.

So what about para transit? I'm not one to judge, but I definitely believe
that some blind people could branch out and take fixed route more often.
Doing so would do a couple of things. First, it would help them get to know
their area a little better, it would give them an opportunity to interact
with a larger segment of the community, it would help with mobility
practice, and it would grant more opportunities for exercise. Here's a
question: do you all think that perspective employers judge para transit
users differently from fixed route users?

The disturbing part of your story is that I believe you worked for
the rehab services administration at that time, and some of your
colleagues didn't get it.  These were the diminished expectations
they would pass to state rehab staff that they monitored -- and in
turn those people would expect less of their customers.

Obviously, the thing is more indirect than that, but disturbing 
nonetheless.
