If it were possible to "describe" a concert for deaf people and deaf people
requested that the concert be so described, and the folks in charge said
they would not do so, due to the cost, then I would say that this was
definitely discrimination.
If a bank sends you a letter and you request such communication to be in an
accessible form, and they say this is something that they cannot afford to
do, then it is discrimination.
When a governmental entity decides to send important information such as
tornado warnings or hurricane advisories via TV rather than by radio, and
they refuse to provide that information in spoken format, then I am being
discriminated against. . Certainly there are many situations where an
activity or service cannot be reasonably accommodated, but audio described
TV is not one of them.
