When conducting a training or planning conference, many organizations prefer to gather members together in a more private location where they can be in close proximity to one another and not distracted by outside activities.  
When I directed the OTC I used the Environmental Learning Centers on several occasions.  The cost per person is very low, this year it is about 9.40 plus tax per night.    
Of course you would need to add on the cost of meals and any paid labor, but with planning and some willing volunteers it could be less than 50 dollars per night for members.  
Below is some information regarding one such Center near Oak Harbor. 


Washington State Parks Retreat Centers


Cornet Bay
 Set on a saltwater bay with freshwater lakes nearby, Cornet Bay offers access to hiking trails and fresh water lakes.
Park Location: Near Oak Harbor on Whidbey Island
Capacity: 186 people.
Availability: Year round.
Accommodations: Lodge and recreation hall with fully equipped kitchen; 12 cabins sleep 10 each; five cabins sleep between four and nine each; duplex sleeps
28; amphitheater for group gatherings; restrooms and showers nearby; ADA access.
Features: Kitchen utensils and dishes; beds or cots; tables and chairs; cleaning supplies; paper towels and toilet paper.
Not provided: Kitchen linens and dishwashing supplies; bedding or sleeping bags; firewood; first aid equipment; recreational equipment.
Activities: Fishing on lakes; kayaking and canoeing; hiking; horseshoes; golf course and rifle range nearby; interpretive center; lighthouse and gun batteries
at Fort Casey State Park located 15 miles away.
