Carl,

It's drivers that causes accidents not automobiles! That is why insurance
companies are concerned about who will be behind the wheel with their foot
on the gas pedal. Do you think an insurance company might want to charge
different rates if the driver has had 4 accidents in the past 3 years and
someone who hasn't had an accident in 20 years?

Something seems out of whack here.  Have you talked to the office of the 
state insurance commissioner?
Why is it any business of anyone that you are blind?  Don't you just want to

insure your vehicle?  We carry auto insurance, not driver insurance.  I 
really don't know a lot about the subject, but our insurance allows other 
licensed drivers to operate our truck.
And I've known many blind people who kept their cars because it was easier 
and cheaper for friends and family members to use when running errands, etc.
