I think you can legitimately argue that the insurance rate should be 
based upon that of the driver you will use and that just because *you* 
aren't driving, you shouldn't be charged a higher rate. However, you 
aren't going to win trying to argue with an insurance company about 
insuring your car if you can't specify who will drive it. For in 
addition to being based upon how easy/popular the car is to steal, how 
high-performance it is and so on, insurance rates are principally based 
upon the age, health and driving record of the person who will 
predominantly drive the vehicle. And this makes sense from the point of 
view of the insurance company because they're the one taking the risk. 
You're paying them to take that risk.
