Good morning Dean.
Your point is well made.  Traffic signals exist, but are not accessible to 
blind pedestrians.  Making these signals audible is just one more piece of 
information for blind travelers in an ever more confusing and threatening 
world.
Although I must say that the Jarvis solution is far the better one.
The Jarvis solution consists of huge sharp spikes that rise up out of the 
street when a signal turns red.  Any vehicle failing to stop in a timely 
manner is impaled.  End of problem.
