Your Committee for Education Reform of the Visually Impaired has been meeting monthly and maintaining frequent communications with legislators, OSPI, universities within and outside of Washington, and various educational and consumer groups. The goals of our committee are:
1. Educate Washington legislators, special education directors, general educators, and parents of the specialized educational needs of students with visual impairment and of the long standing underservice and teacher shortage in Washington State.
2. Obtain a specialty endorsement certification for persons who teach blind/visually impaired students in Washington State, requiring highly qualified teachers to meet specific competencies developed by, and with, the Professional Educator Standards Board(PESB).
3. Develop support for a TOVI (and O&M) training program in one of the universities or colleges in the State of Washington leading to required teacher certification meeting competencies set forth in the specialty endorsement written by the PESB.

The Professional Educator's Standards Board (PESB) met on November 8, 2007 and approved new rules which enables educational groups to apply for specialty endorsements. The is one of the goals of our Committee. We had been working on a proposed bill to create such a specialty endorsement, so we are continuing to meet with our legislators to determine our next steps to reach our stated goals. As we progress towards our objectives, new information will be posted on this blog.
