Fellow Federationists:

Blen McCulley, Chair of the Legislative Committee of the Washington 
Council of the Blind (WCB) has put together an excellent summary, shown 
below, of action we must take to support the WTBBL budget. The budget 
proposal is summarized below. We need calls to members of the House 
Appropriations Committee and the Senate Ways and Means Committee urging 
them to adopt the proposed budget; it will fully fund various aspects of 
WTBBL's program that have received short schrift during the last few 
legislative sessions and would appropriate funds for the transition of 
WTBBL to operation by WSL. This budget is vital to the continuing health 
of WTBBL and continued good service to its patrons.

If you live in the appropriate legislative districts, please call the 
legislators outlined below to strongly urge that the WTBBL budget 
proposal be adopted.

Hello Everyone,
 Please read this message in its entirety.  Ask your legislator to 
please support the budget request from the Office of the Secretary of 
State for the Washington Talking Book and Braille Library (WTBBL).  If 
you live in a legislative district for a member of the House 
Appropriations or Senate Ways and Means Committee please call the 
legislative hot line(800) 562-6000) and leave your message.  The 
Committee lists will be below the fact sheet.

The Office of the Secretary of State (OSOS) is submitting a request to 
the Legislature for 2007-2009 for the Washington Talking Book & Braille 
Library.  The request has 3 parts:
1. A one-time increase for contract with Seattle Public Library of 
$427,000. This amount would be added to the State's contract with SPL 
for the transition year 2008. This would allow SPL to fill all positions 
at 2006 levels, maintain current services to the point of the transition 
and eliminate their reliance on private donations for ongoing services 
such as the Radio Reading Service and the Braille coordinator position..
2. Ongoing costs for the Office of the Secretary of State of $235,597. 
This is the estimated amount that the OSOS would need to maintain the 
same staffing and service levels for 2009.
3. A one-time transition cost for the Office of the Secretary of State 
of $239,372. The major portion of this will allow the OSOS to overlap 
and cross train staff. The next largest cost is to replace SPL-owned 
technology and infrastructure. Other costs include reprinting brochures, 
letterhead and forms to reflect the new administration.
In summary, the total request for 2007 through 2009 is for an additional 
$901,969.
