And who pays for the $7500?  That is probably beyond the ability of most
individuals, though I imagine WatF might be a possibility.

This is from the Director of the Washington Division of Vocational
Rehabilitation July 2007 e-newsletter but it gives information clients
of DSB and advocates for VR services for the blind might find of
interest.

"Reaching agreement with Partners in Higher Ed The Rehabilitation Act
requires state VR agencies to establish an agreement with higher
education institutions. This agreement must address various aspects of
service coordination, including financial responsibilities of each
party. 
For the past several months, representatives from DVR, DSB and
institutions of higher education have been working together to
successfully negotiate an agreement. The proposed agreement involves the
limited sharing of costs for certain accommodations needed by DVR
clients who attend college as part of their DVR plan. Throughout these
negotiations, DVR/DSB and college representatives shared a commitment to
a collaborative approach that focused on the success of DVR/DSB
students. 
The proposed agreement provides for DVR/DSB cost sharing in 'exceptional
situations' when the cost to accommodate an individual who needs sign
language interpreter services, speech to text services and/or Braille
are extraordinary. The threshold we have agreed to is if the cost of
accommodations exceeds $7,500 for an academic year, DVR/DSB has agreed
to pay 50% of the costs that are above $7,500.
Copies will be available once the final agreement has been signed and
DVR staff will receive training. We will be facilitating discussions at
the local level between DVR, DSB and our higher education partners to
discuss how we can enhance communication, better coordinate services and
implement the agreement.
