Seattle Commences a Pedestrian Master Planning process:  creating a model that can serve other communities. 

This accomplishment results from Mayor Nickels' and Seattle City Council's leadership, non-governmental organizations' education and advocacy efforts, and the voice and commitment of the citizens and businesses in the city.  In Seattle, we are privileged to have a tremendous spirit of cooperation and commonality around pedestrian issues.  The link below to the Resolution identifies several unique features of our process: 
  a.. Serves diverse goals from safety to climate change; 
  b.. A commitment to data and research to support the planning effort; 
  c.. Multi-departmental approach that includes Police, Planning, Neighborhoods and other departments in addition to the Seattle Department of Transportation; 
  d.. Public education and outreach process, including a special advisory board and a city council committee that will each meet monthly during the process; 
  e.. Involvement of schools & public health; 
  f.. "5 E" approach that includes evaluation, encouragement, education, enforcement, and engineering; and 
  g.. A significant pedestrian safety campaign including police enforcement coordinated with Seattle DOT and the citizens advisory board. 
The video testimony of the city councilmembers is well worth watching (see link below).  A broad range of parties are committing to an excellent process.  Truly, the process itself is likely to yield significant benefits for the city and its citizens.  It is a broadly-shared goal that Seattle will produce a planning process and a product that becomes a model for other communities.

The GREAT news is that Seattle leadership and voters have financed the plan and considerable funds for implementation of pedestrian and street improvements as a part of the November 2006 proposition:

This proposition provides up to $900,000 in 2007 for the Pedestrian Master Plan, with extra funds and subsequent years providing funding for implementation efforts.  Additionally a minimum of 18% of the $365 Million package must be spent on pedestrian and bicycle improvements in Seattle over the next 9 years.

This proposition provides up to $900,000 in 2007 for the Pedestrian Master Plan, with extra funds and subsequent years providing funding for implementation efforts.  Additionally a minimum of 18% of the $365 Million package must be spent on pedestrian and bicycle improvements in Seattle over the next 9 years.
