Dear Randolph-Sheppard Advocate:



We need you to make three phone calls to defend Randolph-Sheppard TODAY.



We have learned that the Senate and House Armed Services Committee, which is
currently conferencing the Defense Authorization Act, is considering
including legislative language proposed by the Department of Defense,
Education, and Committee for Purchase regarding JWOD and Randolph-Sheppard.
The language, which was only made public last week, is very biased in favor
of JWOD.  The Joint Committee says the language will resolve the conflict
between the two programs; in fact, we believe it will only make it worse.
We would prefer that the conference committee continue the language, written
by Senator Ensign, that has been in place for the past three years.  A final
decision will likely be made by the conference committee on this issue
before Friday.



It is crucial that you call the Senate and House Armed Services Committees
TODAY.  Please give them the following message:  "I am calling to urge the
Conference Committee to adopt the Ensign language on JWOD/Randolph Sheppard
that was included in the Senate-passed bill, and to reject the language
proposed by the Joint Committee.  The language proposed by the Joint
Committee will not resolve the conflict between the two programs; in fact,
it will increase the conflict and the number of lawsuits."



Please remember that the offices are receiving many phone calls, and keep
your message short and simple.  We would encourage you not to spend a long
time talking to the staff, since we hope that the phones will be ringing off
the hook with calls from Randolph Sheppard advocates and we do not want to
tie up the lines!  When time is short, maximum numbers of calls, not length
and detail of the message, is what works.
