Here's some grist for your mills today - a case that suggests that transit agencies are responsible for the safety of their street-crossing customers: http://www.djdurhamlaw.com/bonanno-v-cccta-1.htm
The Access Board has just funded FHWA to develop a demonstration project for pedestrian demand signals at multilane roundabout crossings. We envision these as two-head Y-R (like HAWKs, with a dark phase; when activated, they blink amber, then red, then go to solid red). We think they may have wide application at other crossings, too, such as at bus stops, slip lanes, and perhaps even schools, locations where some pedestrians (elders, kids, people who have vision impairments or travel slowly) could then choose to use signals to cross rather than pick a gap.
