[Nfbkabs] File Attachments

As some of you know, it was not possible to attach certain kinds of 
files to NFBNet.org listserv messages for several weeks.  This 
problem has been resolved.  You can now once again attach files to 
your messages.

I think I took care of everything -- but with over 120 lists, I may 
have missed something.
