Lawmakers consider proposal to boost jobs for workers with disabilities
FRANKFORT -- A proposal to increase the number of jobs available to workers
with disabilities was discussed during yesterday's meeting of the General
Assembly's Appropriations and Revenue Committee.
Rep. Charlie Siler, R-Williamsburg, said Bill Request 147 was prompted by
"the realization that over the past few years we have trained a lot of
handicapped people, both mentally handicapped people and physically
handicapped people, to do jobs to earn a respectable living, and the truth
of the matter is there's not enough work available to them."
The proposed legislation takes a two-pronged approach, said Dr. Carl Metz,
government affairs specialist with Goodwill Industries of Kentucky. First,
it would provide for the effective implementation of the state's use law,
which is aimed at providing employment and vocational opportunities for
people with disabilities. The law "has been on the books since 1982 but has
never been effectively implemented," Metz said.
The proposal would also create tax incentives for private companies when
they contract with community rehabilitation programs for work. "We harness
both the public and private sector in this effort," Metz said.
Siler said many workers with disabilities are patient, loyal, proud and
dependable. "They are willing to listen and learn ... and they are grateful
for the opportunity," said Siler, who is a co-sponsor of BR 147. Rep. Jim
Wayne D-Louisville, is sponsoring the legislation.
People with disabilities who have jobs typically require $2,200 less in
social services each year than they would if they weren't working , Siler
said.
Dawn Collett, who testified before the committee, said her mental and
physical disabilities haven't prevented her from working, thanks to the
assistance she received from the Opportunity for Work and Learning (OWL)
center, a non-profit organization in Lexington that provides training and
employment opportunities for persons with barriers to employment. Collett
urged lawmakers to take additional steps to create jobs for people with
disabilities.
"If it hadn't been for OWL, my kids would have been raised either on welfare
or on Social Security," she said. "It is very important we keep programs
like this alive."
