[NFBCS] A list for tech questions

I saw some talk here a few weeks ago about making a new list for tech
questions.  The NJTechDiv list does this.  We're tech users, and a couple
accessibility trainers.  We don't have the expertise of NFBCS, but often
someone has the answer.  And it's a pretty low-traffic list.  

Anyone can join through NFBNet, the NJ Tech Division (though now we're a
group and not a division).
