[NFBCS] Accessible Windows Partitioning Software

Evening all,
Anyone know of any accessible partitioning programs for Windows?
I have the need to resize my Windows 10 recovery partition and I am unable
to do this with the standard built in tools.
I have decreased the size of my main Windows partition by 500 mb so I can
add this space to the beginning of the recovery partition, but with out a
special program this won't be possible.
I need to be able to do this because I can't install anymore windows updates
until I complete this step.
