Hi Everett,
As you probably know, Perfect Paul was retired from the National Oceanic and Atmospheric Administration (NONA) weather broadcasts by 2003. If you Google for "Perfect Paul" with quotes you will get several relevant hits and at least one link to an old forecast. However, I didn't find the humorous clips or one of "him" singing.
You might be interested in http://www.acoustics.hut.fi/publications/files/theses/lemmetty_mst/index.html where you will find quite a bit of information on speech technologies since this one in 1939. Be sure to fallow the Links link.
