[Nfb-web] blank lines issues

Thanks, but I'm trying to figure out the problem before I post the pages to
the site. Someone on another list suggested using margin-top/margin-bottom
to fix the problem. She thought it might be some weird div inheritance
problem, but the other paragraphs in the div aren't showing the same issue.
If the margin-top/margin-bottom suggestion doesn't work I'll send in the
code or post the pages so you can look at them.
