[Nfb-web] blank lines issues

Hi list,
I've created 2 new pages for the web site of the veterans organization I work for, but I'm having an issue with blank lines. Is there a way to tell how many blank lines are visually between items on a page? Below are the problems I'm having.
On the resources page the issue is between the final resource and the thank you/contact us paragraphs that are at the bottom of all of our pages. And between the thank you paragraph and the contact us paragraph. My boss would like an additional blank line between the last resource and the thank you paragraph. She says that visually it just needs another blank line for it to look better. However, no matter what I try I can't seem to insert an additional blank line. The problem between the thank you paragraph and the contact us paragraph is that there is an extra blank line. I can't figure out why this is since they are simply seperated by a paragraph tag. I'm not sure how to get rid of the second one. The strange thing is that when reading the page with JFW it looks like there is only one blank line.
On the articles page there are 2 blank lines between the last article and the thank you paragraph, but that's what she wants. I'm just not sure why that second one is there since there is just a paragraph tag seperating them. Again JFW reads as if there is only 1 blank line. I'm having the same problem between the thank you paragraph and the contact us paragraph, but that's probably because I copied/pasted from the resources code.
Any ideas as to why this stuff is happening and what I can do to correct it? Is there any way to get JFW to read the page the way it looks visually? Any help would be appreciated.
