[Nfb-web] Spanish Language Markup for Text-to-speech

We are beginning to put up Spanish-language translations of the NFB of
Maryland website.  We have a long way to go and I know there are a lot of
inconsistencies in what I have done so far.  You can try the Espanol link on
  http://www.nfbmd.org
and go to some of the Spanish-language links at the top.

The source material was created in Puerto Rico, so when it is translated to
HTML from MS Word, many parts are set to lang="ES-pr".  

With the IBM ViaVoice synthesizer that comes with Kurzweil 1000, Window-Eyes
switches to Castillian Spanish Eloquence for lang="ES" or lang="ES-pr".  I
think I am making it switch to the Mexican Spanish voice with the attribute
lang="ES-mx".  

Lang="EN-us"  For an American Hispanic audience, which attribute is likely
to be best understood, provided the equipment is working as it should?
Should I even concern myself with this question?
