[nfb-talk] Vibrating traffic signals.

Helene,

I have advocated for these to be considered in chirpers because they would
not interfere with what there is to hear.  We have even helped develop
some of these things.  We still do not believe they should be installed
everywhere at great expense, but they are preferable to us over the ones
that squawk and chirp.
