I know that what Robert proposes is in fact possible because Brian Harchen 
demonstrated this very thing using JSay with Dragon naturally speaking; but, 
like you, I don't know of anyone who does this type of voice commanding on a 
regular basis.  For me, it would seem to be even slower than the keyboard.

in regard Robert Sawyer's request for blind people to vet his newest novel
with a blind lead character:
I received Sawyer's file yesterday. I have met him at a number of cons, and
he was happy that I was one of the volunteers. I read the first few minutes
while waiting for the microwave to heat up my drink, and will read more this
afternoon.

Main character is a girl in 10th grade, who just moved to Canada because her
father, a scientist, just got a new job. She is at her computer blogging
about her first day in a new school. She has her monitor turned off (she has
to turn it on to show her parents a message) , and is using JAWS. However
she has a microphone to command the computer, like open a email, and to
delete it. Her computer tells her when a new message comes in. I assume that
can happen if you have a high speed connection which is always open. But how
many blind persons use spoken commands to run a computer? She does not
dictate messages, but types them, so she has good keyboard skills. Anyhow, I
would like to hear back from anyone who does use spoken commands to operate
a computer.

I have the book on my BookPort and should have no trouble finishing it
before Sawyer's two week deadline.
