All states do not necessarily handle appointment of delegates the 
same.  Most states elect the convention delegate at their state 
convention closest to National convention.

And ... for your info, by tradition most votes are voice votes of 
everybody assembled.  If the chair has problems determining which 
vote won, or the item is controversial, or someone calls for a roll 
call vote, then voting by delegate takes place.  Most states poll 
their delegations to determine how the delegate will vote, but the 
delegate can vote as he/she wishes.  The custom as to whether or not 
to follow the polled delegation varies from state to state.

Hope that all makes sense -- and somewhere you said something about 
300 plus people.  For quite a number of years our national convention 
attendance has run between about 2600 and 3500 persons registered.
